History
On 31 October 1948 (Manila and other post offices) the Philippines issued a two-value commemorative set for the 25th anniversary of the Boy Scouts of the Philippines — the Silver Jubilee of national Scouting. Domfil catalogues the set as 948.11–948.12 under «25th Anniversary of the Scouts», motif «Saluting».
Both values share a saluting Scout design by Lileo Velasco, printed by typography at the Bureau of Printing: 2 centavos brown and green (Scott 528 / Michel 490 / Domfil 948.11) and 4 centavos brown and pink (Scott 529 / Michel 491 / Domfil 948.12). Line perforation 11½; SOSOW records print runs of 1,500,000 (2c) and 1,000,000 (4c), and notes that about 500,000 sets were also released imperforate.
This catalogue lists four pieces: the two face values perforated first (ordered by rising face value), then the same two values imperforate. All four are pure Scouts-on-Stamps material — a national Scout jubilee issue rather than a general charity set with one Scout vignette.
ATA 1964 gives quantities for the Silver Jubilee of the Philippines Boy Scouts: about 1½ million of the 2 c (green and brown), 1 million of the 4 c (brown and pink), and about half a million of each imperforate (Scott 528a–529a).
