History
Cambodia issued two commemoratives on 9 November 1968 for the fifteenth anniversary of independence. The 7 riel value includes Scouting among its subjects: a horizontal recess design printed by the Atelier de Fabrication des Timbres-Poste in Paris, comb perforated 13, measuring 40 × 26 mm, without watermark.
At centre, a purple-toned portrait of Prince Norodom Sihanouk in military uniform and peaked cap sits within a laurel wreath. To the left, a group of four figures walks leftward; among them a boy in Scout uniform with shorts and neckerchief, beside other youth in uniform. To the right stands the Independence Monument in Phnom Penh, against a stippled globe. The stamp is headed in Khmer, valued 7 riel at upper right, and footed XVe ANNIVERSAIRE DE L'INDEPENDANCE - 1968 with CAMBODGE and Khmer script in a panel below. POSTES runs vertically at the left edge.
