History
Bhutan released two 25-chetrum surcharges in October 1978 as part of a revaluation of twenty-six stamps for inland mail. A black overprint of bars and a new value was applied to older diamond stamps.
The 25 chetrum on 5 ngultrum is the 1967 Girl Guide picking fruit: a girl in a blue jacket and patterned kira, orange neckerchief, reaching for red fruit, with a white trefoil at right. The stamp is lettered BHUTAN along the lower right. Harrison & Sons had printed the underlying stamp by photogravure, line perforated 13½.
The 25 chetrum on 6 ngultrum is the map-reading design from the 60th-anniversary issue inscribed 60th ANNIVERSARY — 1972: two Scouts in purple and yellow ghos kneel over a map, a yellow tent and a third figure behind, a grey fleur-de-lis at the top. Heraclio Fournier had lithographed the underlying stamp, comb perforated 13½.
