Series history

Poland issued three stamps on 17 July 1952 for the Zlot Młodych Przodowników — Budowniczych Polski Ludowej, the rally of young leaders and builders of People's Poland held in Warsaw from 20 to 22 July. Delegations from 27 countries attended and some 200,000 young people marched in the closing parade. Only one of the three values belongs to the Scout theme and is catalogued here as the series piece; the other two are recorded below as non-scout companions from the same set.

The 90 grosze brown shows a boy bugler in neckerchief sounding his instrument beside a pennant, with the rally legend ZLOT MŁODYCH PRZODOWNIKÓW BUDOWNICZYCH POLSKI LUDOWEJ and the dates 20–22 VII, WARSZAWA 1952. It was drawn by Marian Romuald Polak and engraved by Stefan Łukaszewski, recess-printed by the Polska Wytwórnia Papierów Wartościowych, harrow perforation 12½ × 12, in a print run of 834,000 — the smallest of the three. Unlike its companions it is a plain commemorative rather than a semi-postal. Catalogue references are Michel PL 759, Scott PL 551, Yvert PL 663, Stanley Gibbons PL 767, AFA PL 650 and Fischer 621.

The uniformed bugler is a Polish Scout of the period. The Związek Harcerstwa Polskiego had been dissolved into the Organizacja Harcerska of the Union of Polish Youth in 1950, so between then and the restoration of 1956 Polish Scouting appears on stamps in exactly this register — youth-rally imagery under a communist youth organisation, the same reading already applied to the 1951 Children's Day pair (Domfil 951.9–10, «Scout» and «Guides»). All three stamps expired for postage on 30 November 1953.
