The 1973 20 sene Boy Scout Movement stamp, locally surcharged in black STAMP DUTY and 50 sene, with a solid rectangle covering the original 20 SENE. A line of Scouts in khaki, green berets and blue-bordered neckerchiefs lean forward on grass in a Samoan action song. Inscribed SAMOA I SISIFO and BOY SCOUT MOVEMENT; Scout fleur-de-lis at the lower left and a campfire badge at the lower right.

Series history

In 1980 the 20 sene stamp of the 1973 Boy Scout Movement issue was locally surcharged for stamp duty. A black overprint reads STAMP DUTY and 50 sene; a solid black rectangle covers the original value.

The underlying design, by Gordon Drummond and printed by Format International Security Printers in offset lithography, shows Scouts in khaki with green berets and blue-bordered neckerchiefs leaning forward in a Samoan action song. It is inscribed SAMOA I SISIFO and BOY SCOUT MOVEMENT, with a Scout fleur-de-lis at the lower left and a campfire badge at the lower right. Comb perforated 14, 43 × 29 mm, on paper watermarked with a kava bowl and WS multiple. It is a fiscal stamp and has no postal franking value.
