The July 75-franc design — a yellow map of Gabon with a brown Scout sign and PRÊT À SERVIR — overprinted in black DAKAR / 28e CONFERENCE MONDIALE DU SCOUTISME above the Abidjan conference line. The stamp remains lettered RÉPUBLIQUE GABONAISE, 75F, LE SCOUTISME GABONAIS AU SERVICE DU DEVELOPPEMENT NATIONAL, POSTES, ABIDJAN, 4e CONGRES PANAFRICAIN DU SCOUTISME - Août 1981. Signed O.BAILLAIS and DELRIEU.
Series history
Gabon issued a 75-franc commemorative at Libreville on 23 July 1981, overprinted in black on the July stamp for the 4th Pan-African Scout Congress at Abidjan. The overprint reads DAKAR / 28e CONFERENCE MONDIALE DU SCOUTISME. The underlying stamp remains lettered RÉPUBLIQUE GABONAISE, 75F, LE SCOUTISME GABONAIS AU SERVICE DU DEVELOPPEMENT NATIONAL, POSTES, ABIDJAN, 4e CONGRES PANAFRICAIN DU SCOUTISME - Août 1981, and signed O.BAILLAIS and DELRIEU. A yellow map of Gabon on a green and blue ground still carries a brown Scout sign and the motto PRÊT À SERVIR.
Odette Baillais designed the original stamp. Delrieu of Paris printed it by offset lithography, comb perforated 12½, 28 × 48 mm, in panes of 25. The overprinted stamp also exists imperforate.
