These souvenir sheets were produced by Mayfair International Printers illegally and distributed illegally by the agency France Philatelie. The companies owner was convicted in Niger in 2000 for producing illegal stamps in the name of Niger. They were not authorized to be produced. Virtually every single stamp from the Millenium series of mini sheets that are only listed in the Scott Catalog were reproduced on souvenir sheets like this. This is one of them. Most are being shown on Colnect but not all.
