History
Romania issued this 55 bani commemorative on 20 December 1958 for the tenth anniversary of the education reform of August 1948, the law that nationalised the schools and rebuilt the system on the Soviet model. Domfil catalogues it as 958.65 «Corneta / Bugle».
The bright red design shows a Pioneer sounding the bugle beside a comrade holding a book, with a school building behind. Ion Dumitrana drew it — the same designer as the fifth anniversary Pioneer set of 1954 — and it was printed in photogravure, 28 × 33 mm, comb perforation 13¾, without watermark, in a run of 1,000,000.
The bugler is what brings an education-reform stamp into a Scout catalogue. It is the standard Pioneer figure of the Eastern-bloc issues of these years, and Domfil indexes the stamp by that motif rather than by the anniversary it marks: the same reading already applied to the Romanian Pioneer anniversaries from 1950 onwards and to Poland's rally bugler of 1952.
