History

The Boy Scouts of America marked the United States Bicentennial with a national programme emphasis known as Get Involved For Them (GIFT). From the autumn of 1975 the movement issued three named themes that follow the official Bicentennial vocabulary: Festival U.S.A. (civic events and parades), Heritage '76 (historic sites and restoration, through the second half of 1976), and Horizons '76 (projects looking toward the next two centuries). The labels themselves are dated 1975–1977.

These are perforated poster stamps, not postage. Each design is lettered america's bicentennial in blue, carries a red Scout fleur-de-lis at the right, and has no face value. Heritage '76 shows a Betsy Ross flag. Horizons '76 uses the Rhode Island flag — a blue anchor under a HOPE ribbon — rather than a United States national flag; councils were encouraged to substitute local or historical flags on Bicentennial memorabilia. Festival U.S.A. shows a United States flag with 76 inside a ring of thirteen stars.

The three designs were also issued together as a pane of eighteen (six rows of three), with the margin lettered BICENTENNIAL STAMPS and numbered 9579. The printer is not established.
