Series history
On 8 May 1951 the Romanian People's Republic issued a three-value commemorative set for the second anniversary of the Young Pioneers organisation (Organizația Pionierilor). Domfil catalogues the set as 951.13–951.15 under «2nd Anniversary of the Young Scouts Organisation», with motifs camp-site, young scouts and scouts: 1 leu dark grey-green «Tents» / camp (Scott RO 777 / Michel RO 1259 / Domfil 951.13), 11 lei blue «Marshal Stalin with Youth» (Scott RO 778 / Michel RO 1260 / Domfil 951.14), and 35 lei orange «Award for Young People» (Scott RO 779 / Michel RO 1261 / Domfil 951.15).
Designed by Ion Dumitrana and printed by photogravure at Fabrica de Timbre, Bucharest, perforation 14½ × 14, watermark RPR infinite lines. Colnect records a print run of 700,000 for the 35 lei value; the set is ordinary commemorative postage of the Pioneer youth movement that replaced independent Scouting after the communist reorganisation of Romanian youth.
For Scouts-on-Stamps collectors the set enters the Domfil Scout catalogue as Eastern-bloc Pioneer / «young scout» designs (camp, youth with Stalin, youth award), not as a WOSM jamboree issue. All three values are catalogued here in rising face-value order and are in the collection (sheet SCOUT-1951-ROM-01.1–01.3).
