Series history

On 7 February 1964 Panama issued a ten-value postal-tax set for the rehabilitation of minors (Rehabilitación de menores). Every stamp is face value 1 centésimo. Five stamps show a Boy Scout in uniform giving the Scout salute beside a fleur-de-lis; five show a Girl Guide giving the Guide salute beside a trefoil. Each design appears in five single colours.

The stamps are obligatory postal-tax labels, not ordinary postage. Editora Panamá América, S.A. printed them by lithography, perforated 12½, with a multiple R P watermark. Sources give a print run of 100,000 for each value, in sheets of 100.
