Series history
Paraguay issued eight offset stamps and a souvenir sheet at Asunción on 15 January 1965 for the IX International Patrol Camp (C.I.P.A.), held 15–24 January at the Jardín Botánico under the Asociación de Scouts del Paraguay. The issue also marks the centenary of the national epic of 1864–1870. De La Rue de Colombia printed the set; the stamps are perforated 14 and the souvenir-sheet stamp 12 × 12½. Five ordinary values (0.10, 0.15, 0.20, 0.30 and 0.50 g) and three airmails (12.45, 18.15 and 36 g) share a common frame with the Scout fleur-de-lis on a map of Paraguay and the camp dates; each foot carries a short legend naming an earlier Inter-American Scout gathering — V Argentina 1961 and II Uruguay 1957 with a Scout portrait, VII Peru (cancelled) and VIII Venezuela 1964 with Baden-Powell, and I Brazil 1954, III Chile 1959, IV Brazil 1960 and VI Brazil 1963 with the emblem alone. The same eight values exist imperforate. The souvenir sheet places the 36 g Scout design (VI Brazil 1963) in a panel headed IX Campamento Internacional de Patrullas, with a ñandú, a tent and a jaguar in the margins; it was issued perforated and imperforate. Postal status of the issue is disputed among sources.
