Each stamp shows a pioneering tower with a Scout at the top, a map of Libya, a three-finger salute and a rising sun, inscribed الجمهورية العربية الليبية and الذكرى العشرون لتأسيس الحركة الكشفية ١٩٧٤. The 5 dirhams has a light-blue frame, the 20 dirhams a lilac frame, and the 25 dirhams a teal frame.
