Dark sheet with Baden-Powell in a campaign hat at right, two boys at a chessboard below, and white fleur-de-lis outlines behind. The foot is lettered 125ème Anniversaire de la Naissance de LORD BADEN POWEL and 75ème Anniversaire du Scoutisme, and signed PUVILLAND. The perforated stamp is the 105 franc Scout-sign and kudu design, signed O. BAILLAIS and EDILA.

Series history

Djibouti issued two commemoratives and two souvenir sheets on 16 July 1981. The 60-franc stamp is lettered RÉPUBLIQUE DE DJIBOUTI, in Arabic, POSTES and 28e congrès mondial du scoutisme-Dakar-août 1981. It shows a Scout in a grey shirt lying beside a laid camp-fire, two tents behind him, and a mongoose’s head in a white disc at left. The 105-franc stamp is lettered 4e conférence panafricaine du scoutisme-Abidjan-août 1981. It shows two Scouts, one giving the Scout sign over a paper while the other points, and a kudu’s head in a yellow disc at right. Both are signed O. BAILLAIS and EDILA.

Odette Baillais designed the stamps. Éditions de l'Aubetin (EDILA), Geneva, printed them by offset lithography, comb perforated 13, in panes of 25. The same designs exist imperforate.

The 60-franc souvenir sheet, 109 × 90 mm, places the camp-fire stamp on a green margin with a Scout giving the Scout sign, a red world map, a dove and a large wooden fleur-de-lis wheel; the margin is lettered 75e Anniversaire du Scoutisme. The 105-franc sheet places the kudu stamp on a dark field with Baden-Powell in a campaign hat, two boys at a chessboard, and white fleur-de-lis outlines; the foot is lettered 125ème Anniversaire de la Naissance de LORD BADEN POWEL and 75ème Anniversaire du Scoutisme, and signed PUVILLAND. The sheets are perforated about 12¼ around the stamp; both also exist imperforate.
