Only the souvenir sheet with the owl was denounced in Cote d'Ivoire 2004 UPU Circular 63 as illegally produced without the authorization of the postal administration. At that time, they did not know that all of the stamps from Birds mini sheet had been reproduced illegally as souvenir sheets. This souvenir sheet is verified on the Scouts on Stamps Society website as being illegal.
